The cost of an unstable vocabulary
Who actually pays when a field cannot agree on its words, and why the largest cost falls on the people least able to see it.
Three parties, three different costs
Buyers pay in unfair comparison. Two proposals using the same word for different deliverables cannot be compared on price, scope or outcome. The buyer has no way to detect this, because the vocabulary is doing the concealing.
Practitioners pay in lost knowledge. Work published under one term is invisible to everyone searching under another. The field re-learns the same things repeatedly, in parallel, with no way to notice.
The systems pay in ambiguity. A stable concept requires consistent language across many sources. Five competing names produce five weakly-supported concepts instead of one well-supported one.
The irony worth stating: a discipline devoted to being understood by AI systems has made itself hard for AI systems to understand. Every practitioner who coins a term for advantage is making the collective problem slightly worse in exchange for a private gain.
Why buyers bear the largest share
Practitioners can navigate the ambiguity because they know the landscape. A business owner buying this for the first time cannot, and they are the party making a financial decision on it.
The specific harm is not being overcharged. It is buying a narrow deliverable while believing they bought a broad one, discovering the gap months later, and generalising from it that the whole category is a waste of money. That generalisation is the lasting damage, and it is what happened to search optimisation.
What actually settles a vocabulary
Not a standards body, which does not exist here. Convergence happens through usage, and usage follows citation: the terms that get cited are the ones with stable, bounded, dated definitions that someone can build on.
Which means the most useful thing anyone can do for the vocabulary is publish definitions worth citing, and then not move them.
What a reference owes in this situation
To describe the state of usage honestly, including the disagreements. To define competing terms accurately, including where they are better than the preferred one. And to refuse to add to the problem, which is the only part that costs anything.
